The original reason was that some people run adjustable cam gears, and having an access port cut in the VC makes it easy to adjust them without having to pull the VC, such as one might do during a dyno session.

Then folks like urgaynknowit started doing it to look kewl.

Real men have two valve covers- one open, one closed. Prior to a dyno session where they intend to adjust cam timing, they install the open cover. Then after the session, they put the normal cover back on.
