the whole thing is i want to fix my tachometer..so shop told me it has power and signal so it is bad?? i bought the second one and replaced it myself..but i still have the same problem..!!

Dudes. 95.5+ have the tach driven from the ecu. The change corresponded with the change between 4 pin coils and 3 pin coils. If you have 3 pin coils the tach its driven by the ecu, if you have 4 pin coils the coils drive the tach.
it's not the CAS. that sends the cam position back to the ECU in order to run the car. If the engine is running, the cas is working.
the ECU interperts the CAS readings and sends a tach signal out to the dash.
