Why is the air filter rotating during the pull?

 

Spool so hard even the filter spools. Should have seen the tyres, they were spooling too.

The filter is 3A racing filter, the base is flat with a hole cut in it, and the neck where it clamps on is sort of like a grommet. Its not tight.
