About 10 years ago, a construction company in Danbury CT that I often passed put up a similar-idea sign about a local plumbing contractor, something to the effect that they took $20k up front and never showed. They were on a very high-traffic street corner, sign was on both street sides.
I assume it got results because the sign was gone in less than a week.
