Indeed, could take some persuasion on your part to get it to turn.
Samnavy's suggestions for getting the turbo clocked is to soak it overnight in PB blaster and then put it in the freezer overnight then heat the turbine housing with a torch while you try to turn rotate the CHRA.

I personally just soak it in PB, all mine have turned easily with a good soaking.
