Faeflora proposed a needlessly long and inconvenient solution that did not, at the end of it all, provide an actual command-line telnet solution.
Jeff showed me how to check one box that restored the functionality to which I am accustomed.
In my case (for work, anyway) it's usually over either an ethernet crossover cable or within a private network in the 192.168.100.xxx space to which no router is connected.
