Get in car
Slide seat back
Tighten belt snugly across lap
Using left hand, hold shoulder belt tightly against chest up by your left shoulder ***
Using other hand, reach up to where belt loops through the guide and pull as hard and as fast as you can. If you get it right, it should lock with less than 1" of belt pulled out.
Now, lean forward into the belt to keep it locked/tight.
While leaning forward, reach under the seat to the slide and slide the seat forward. Sometimes it's helpful to pull up using the steering wheel.
Locked!! You should be able to sit in the seat without it unlocking if you have done this correctly.
*** Some people find it easy to hold the should belt with their right hand (holding it by your left shoulder) and pull with their left hand.

I learned this trick when I was autocrossing. A locked belt will keep you snug in the seat. I tried the CG-Lock and I ended up with a sore back because the shoulder part of the belt was loose.
