I know, right? I have no idea how it's possible for whiskey to expire. Perhaps that's how long it takes the microbes in the water to finally build up a resistance to the alcohol and go on the offensive?
But it turns out that this is, in fact, a real thing. It's made by Kadco in Sierra Leone (West Africa), and costs the equivalent of $3.65 for five liters.
The highest praise which I have read for it came from the Ghana Drug and Food Board, which deemed the product "safe for human consumption."
To be clear, this particular whiskey is probably below my threshold of acceptability, regardless of the price.

here are the two cheapest bourbons available in virginia:
kentucky tavern
old taylor
the latter is aged 4 years. both are under $17 for 1.75L bottles.
If you want to "rich it up", there are a few more in the 17-20 range
as you can see by my analysis, there are a handful of 10 dollar and under litres:

I'll have to do a bit more careful searching. Sadly, a lot of this whiskey just doesn't seem to be distributed out here. Mostly, it seems that the next step below JB is the $7 plastic bottles of "Canadian* Whiskey"

Captain fan myself.
Oddly I had a buddy that had that^ guys job for a bit. He said it is just as awesome as you could believe it to be, but a lot more work than it should be.

Now we're getting somewhere. Samuel Grant, $8.99 at Vons supermarket:
I have to admit, this one is surprisingly un-horrible. It's slightly sweet up front, but finishes well and delivers nice bite which I found lacking from Evan Williams and a few other budget brands. If one were to mix equal parts JB, JD and Johnny Red, I imagine that the result would taste something like this.
It's certainly a tad rough around the edges, which some might find objectionable, but I rather like a slightly sharp character to my whiskey, and Williams delivers it without being overpoweringly pungent.

Perhaps this defeats the purpose of the super cheap whiskey, since you would have to purchase filters also, but does the filtered cheap vodka trick work for whiskey as well?

Maker's was owned by French conglomerate Pernod Ricard until 2005 when it was sold to Fortune Brands (makers of Titlest and FootJoy golf products). Fortune sold the golf stuff to the Koreans and the booze business, Beam Inc. (yes, Jim Beam), headquarters resides in Chicago now. My apologies for not keeping up with who owns who this week.

That's like saying Dewar's (blech) is not Scotch or Bombay Sapphire is not British because they are owned by a bunch of Puerto Ricans based out of Bermuda (the Bacardi company).
Where the corporate headquarters is located is much less important in the nationality of a spirit than where it is distilled or brewed, in my opinion.

It'll still be American whiskey even after the distillery is purchased by the Chinese.

The place where I drink most of my liquor is in the national register of historic places too. I call it "home".
There is no distillery there. At least not while it's illegal and I'm afraid of getting caught. Once one of those changes, maybe there will be!

In Washoe County, Nevada you can distill no more than a gallon at a time and no more than 200 gallons a year, and has to be for personal consumption as a hobby. That's why my friend chuck has what is called "whiskey wednesdays"
