So will it actually raise the wheels off the ground? Looks like it's higher than the frame rails.

 

Don't think so, not with bags, anyway. Gravity will simply lower it until the frame touches the ground and it'll stop there. Knowing him, that won't be low enough - on his Nissan truck he ground the pinchwelds off and drug through half of the rocker before some girl rear-ended him hard enough to total it.
