Look at the map readings from 3 to 4k. What could be the cause of this?

That usually gets a stable signal. I'd try putting a fuel filter in the line and see if that stabilizes it.

The fuel filter made no change. So far ive tried a smaller line, kinking the line slightly with a zip tie and now fuel filter. I have no idea what could cause this.

Maybe a stupid question but will a modified head mess with the vacuum enough to cause my map to read like this?
