Might want to edit your post for clarification. You said you ARE getting spark on 2 & 4, but you ARE NOT getting spark on 1 and 4.
Spark is paired like so: 1&4, 2&3. So if you have spark on 1 OR 4, AND 2 OR 3, your COPs harness is bad. If it's ONLY 1&4 OR 2&3 then we have a better idea as to what to tell you to look at.

Is it easily possible to switch your trigger wires? See if the 23 trigger wire fires the 14 coils. If so, you've just tested the entire harness minus the 14 trigger wire, and you can assume that's where your problem is. I've had a intermittent 2 cylinder issue and it should fire up on 2 cylinders, although very difficultly. If your base tune isn't great I wouldn't be surprised if it wouldn't.
There's a few wires you can check for continuity between CAS and the MS, and then the MS out to the COPs harness, but you'll have to have someone else guide you through which is which.
