MS2 Closed Loop Boost Control

I'm trying to get the MS2 closed loop boost control to work but it doesn't seem to be functioning properly. No matter what settings I chose the duty cycle always remains at whatever value I enter for the closed duty cycle. The circuit and valve seems to be functioning properly since I can change how much boost is made by inputting different values for the closed duty cycle.
So far I have independently tried swapping vacuum lines, wiring, and the output polarity along with several PID values. Is there some setting that could be interfering with the algorithm? I am using js11 for the signal and these are my current settings:

Can JS11 do PWM? Have you tried all the different ports on the solenoid? Based on that screenshot, you need to set it to inverted. Your targets are all good? Also, try starting with lower P and I values. Mine got much better around P=20, I=15.
