Default MS3x A/C idle up turns on around 4000 rpm

I have a V3.0 with MS3x and a very basic tune started for my 01 Miata which I'm testing with a JimStim. Starting from scratch I have basic fuel/ignition setup and I'm attempting to setup the Fan, AC Fan, and AC Idle Up control. This is how I'm controlling the Fans and AC

- AC fan with the Fan Control (using INJ H)
- Radiator fan with the generic output controls (using INJ F)
- AC Relay using the AC Idle Up (Datalog and INJ G)

Very similar to how Braineack notes it here

Everything works exactly as expected except for one thing. The AC Idle Up kicks on consistently around 4000 rpm. I can oscillate the RPM over and under roughly 4000 rpm and the AC flips on and off and I have no idea why. I have attached the msq and cant find anything that would cause this. Any help is appreciated.

it kicks up to 4000rpm? or kicks on at 4000rpm?

It switches on above roughly 4000rpm and switches off below roughly 4000rpm.

Checking out your site now.

EDIT: On this picture you have pin 30 as IAC2B. Isn't IAC2B pin 31 (and Idle pin 30)? Also you don't seem to use any of the spare outputs when assembling everything, but then you show Spare 3 being used for the knock sensor?
