Just in case you were wondering if the health care bill was made with the strict intention of the government to seize personal liberty from the American public, read the link below:

VA passed an anti-mandate law. If this health bill bill passes it has to go up against the Supreme Court and needs to be constitutionally sound in order for the Federal Government to trump us.

On fixing the MALPRACTICE insurance problem.
How about buying negative outcome insurance before each procedure like an operation?
This way if a patient buys it and there was a bad outcome, the patient gets compensated without the patient needing to hire a lawyer to sue (which has no guarantee of winning even if the doctor was in the wrong). It is possible too for the doctor's malpractice insurance company to offer this for free to the patient if the patient waives the right to sue. This way if something goes wrong there are guaranteed reparations, and both sides save money on lawyers. Win-win.
