Would he be qualified since he has already been president for two terms?
I believe that he would, yes.
The 22nd Amendment states that "No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once."
So, clearly Barack Obama cannot be elected President again. Nothing, however, prohibits him from being elected Vice President, and then assuming the presidency after the departure of the sitting President.
That's what makes this clever. There is no limitation on the number of times that a person can be elected Vice President.
Maybe that was the plan all along. Would be terrible for the country since barry was not good in anyway and exceptionally bad with foreign affairs which is an issue these days.
Paid for her competency and not to get her father to break laws. It is disgusting and was known before the trial started. I guess a conflict of interest is ok if it suits your needs.
I just wanted to mention I reread 1984 recently. I believe we're seriously at the early stages of its precepts being put into place, but they can't go "Full Orwell" for a while. Biden said the word "goodest" on air to the masses recently. It's coming.

2024 > 1984.
We used to worry about big brother,
Now we got a big father and an even bigot mother
most leftists still firmly believe that trump is a russian agent and he tried to overthrow the government in an insurrection.
After eight years of hearing "Vote Blue No Matter Who" repeated so frequently by those on the far-left, it's been truly fascinating over the past few weeks to watch as a growing number of moderate democrats are finally starting to admit that "who" does in fact matter.
Watching the wild speculation within the mainstream media (my own network included) as to who the pinch-hitter is going to be is also pretty entertaining.
Sitting here waiting for the press conference to start I had a thought. I believe Biden will be replaced by harris. She will need to pick an unpopular vp that will keep her in office, but it needs to be someone who will bring votes. It will be rfk. The dems only need to have candidates that have a plausible chance to win. I have always had doubts about the 20 election. Over the past 3.5yrs I believe there was some wrong doing that altered the outcome and I believe they will try it again.
I was hoping that biden would do a good job for obvious reasons. Unfortunately that was not the case. Not only did he make mistakes but he came across as an a-hole to the press.
