Default problems setting timing

i cann't get my damn timing set car is a 1.6, brand new NGK plugs and wires. warmed it up, turned it off, jumped TEN and GND, started the car back up. with the light on #1 or #4, you cant see the timing mark on the pulley at all. with the timing light on #2 or #3, it is close to where it should be, but not close enough. with the CAS turned clockwise all the way if you standing in front of the car it will be a 10 BTDC. but the car doesnt want to rev at all. i have no clue whats going on, any idea? and there is NO CEL on.

firing order is like this if you standing in front of the car

3 2 1 4 coil pack

4 engine
3
2
1

who did the timing belt last? If the timing belt is off then the timing is probably off too. Check if timing belt, intake, and exhaust cam position with the engine at TDC. Also try using rollin904s timing gun.

physically rotate the crank by hand. 21mm on pulley.

turn until the timing mark on the pulley reaches TDC.

remove the spark plug from #1 and see if the piston is in fact TDC.

i actually did that today. turns out i have mutliple marks on the pulley, and the right one was actually so faint you can barley see it, and it was cut near the inside lip so it was hidden under the timing cover . it now has some bright green paint on the mark. i will try and time it after i finish the IC pipeing and it stops raining .......again
