first start turbo miata IAC noise - YouTube

finally started my car after a few months of pulling engine, reinstalling, getting turbo junk on etc but I didn't disassemble anything on the engine itself. IAC valve is making a sort of honking noise almost as the rpms seek to stabilize. I haven't tuned the MS which explains the hunting I am sure but I cant figure out why the IAC is making that noise. I tried seafoam in case it was just stuck and it stopped the noise for about 3 seconds then it came back. This is open to atmosphere if that matters but that is how I did my previous turbo miata and never had any issues.

Any ideas?
