I dont get it.. it's not like both rolls arent going to get used up..

 

If you pop the "seal" on a roll they will toss it after you check out. In theory if you only use one, the other one won't end up in the trash.

I've stayed in a lot of hotels over the years, mostly 3-4 star. Almost universally, there was a roll of half-used TP hanging when I checked in, along with another 1-2 full rolls in the paper wrapper waiting on a shelf or under the sink.

And no, I can't figure out the damned seashells either. It's been vexing me for years.
