Main reason is it explodes when it falls over, making it stronger would add too much weight. Also salt water is very bad for expensive rocket engines. The "reusable" space shuttle SRBs cost more than the whole SpaceX rocket just to refurbish.

Still less crazy than ULA's plan for their new rocket:

The upper stage? Doesn't that require an abundance of oxygen?
