Main reason is it explodes when it falls over, making it stronger would add too much weight. Also salt water is very bad for expensive rocket engines. The "reusable" space shuttle SRBs cost more than the whole SpaceX rocket just to refurbish.

Also their new upper stage could use a piston engine for electrical power/restarting.

 

The upper stage? Doesn't that require an abundance of oxygen?
