You're missing the point- one of the two throttles for each port is plumbed directly across to the exhaust port for the cylinder immediately behind that throttle's cylinder in the firing order. It's not merely DEI, but rather full-sequential EGR, with per-cylinder trim. (Obviously this requires two concentric throttle shafts and a high-speed servo synchronized to the engine to modulate the EGR throttle shaft in time with the various intake pulses.)

Nah- there's a solid scientific and engineering base to support the viability of throttle-less engines with variable cam lift. That means it'll never fly with the ITB crowd.
