It's the ricer community's way of dumbing down various upgrade packages. The "stage 1" kit gets you (say) 20hp over stock. Stage 2 is (say) 50hp over stock and "stage 3" is (say) 75hp over stock. That way they don't actually have to know what the constituent parts are or what they do, only that "stage 2" will run with a Mustang and "stage 3" will be make them the ****.
Clutches are often sold the same way, different levels of holding ability are sequentially higher "stages."
Personally I feel that it's also a way to ensure that the fucktards don't know what they're buying so that they can be sold unnecessary parts at various times. For example, it may be possible to eliminate intake/exhaust restrictions and make another 20hp on the stock turbo, but why bother, when you can charge 5 times as much by selling them a new turbo that they don't need that still flows through the same shitty restrictions and only makes 20hp over stock? Bundling the stuff together also avoids those pesky customers who don't just want a kit to give them a specified power level, but who actually understand what parts they want.

That is pretty much what I did, trying to figure out what the **** they were talking about. They didn't have a clue what I was talking about, and they continued to ask even after I said it was custom.

I've seen people ask about "stage 1, 2 and 3 weight reduction." I guess a lot of the ricer shops call "stage 1" weight reduction the easy stuff that anybody can do in 5 minutes (floormats, spare, jack, etc.) and then the progressively higher stages require progressively more work (full carpet removal, rear seat removal, AC removal, PS removal, etc.). I find it an ingenious way to separate fools and their money.
