Just an update on my issue. It was an incorrectly wired pullup circuit for VR2. It was wired for 12V instead of 5V. Once I resoldered the pullup into the correct voltage I got cam signal and the car started right up. I received the flyback diodes from Spike117 as promised. I truly appreciate everyone's help.
