MS3x R17 only has 2.25v

MS3x R17 only has 2.25v
Helping a buddy build an MS3+MS3x. Were getting to the point where we set the zero-crossing threshold pot and were not able to get the bottom leg of r17 above 2.25 volts. Its supposed to be between 2.5v and 3v. We had no issue getting R54 (R56?, 52? whatever is on the mainboard) to 2.5v. But the one on the ms3x wont.
