Stupid question, but a search brought up nothing- Polyurethane bushing question

With Polyurethane bushings, or any suspension bushing in general (On the A-arms), do the eccentric bolts "crush" the metal sleeve, leaving the polyurethane bushing to spin around the sleeve?
The reason I ask- the previous owner installed a set of these bushings on the car and they are VERY stiff, and squeak constantly (only worried about them being hard to move, could care less about squeeking) . I'm thinking about putting Zerk fittings in the A-arms to allow a quick and simple greasing so the suspension can do its job correctly again.
Any insight?

I've been zerking my install. The center metal bushing rotates, the poly parts are static.
