I believe you need to **** and moan about some prior congress as all authority the Librarian of Congress enjoys was given by the Congress in prior laws.
Obama has nothing to do with it.
But I agree with the basic question, why does she/he have that authority? I guess it has something to do with intellectual property.

California Legislators Introduce Bill To Banish NSA - US News and World Report
A bipartisan team of California state senators introduced legislation Monday that would prohibit the state and its localities from providing "material support" to the National Security Agency.
If the bill becomes law, it would deny NSA facilities access to water and electricity from public utilities, impose sanctions on companies trying to fill the resulting void and outlaw NSA research partnerships with state universities.

^Couldn't the Feds then just pass a law requiring utility service to intelligence agencies, overriding the state law, and exposing this for the time wasting grandstanding that it is?
