In general when most states have a nationalized oil industry, the States simply contract out to bigger international firms to do all the actual production and running of things. Most states don't have the knowledge or expertise to actually get the oil. Venezuela is a country who has slowly kicked out private firms and their production has steadily fallen as they don't actually know how to run an oil field.
