Where to get a fancy oil feed like this one?

You could do the math for how much of the oil flow you are using through the turbo (easier on bb turbos with known restrictor size), and then increase the side of the in block restrictor accordingly.

Because they already had a block with oil and water ports they could use. No need to re-invent the wheel. Just cause they didn't do it doesn't mean its bad, but I too would feel kinda nervous sourcing from the head when there's a restrictor to it from the block as Joe pointed out. Something about possible slight oil starvation that could rear its ugly head a long time down the road makes me nervous.
Ok so the flow through your average turbo restrictor with a -4an feed line and 0.065" restrictor running 10w40 is 0.0627 lb/min. Can someone get me a measurement of that restrictor in the block as well as the side of the passage it feeds into?

Upon what temperature and differential pressure did you base this calculation? What was the delta-P across the "average" turbo (and was it ball-bearing or journal-bearing?)
