Those are military "chits". Used to pay soldiers in liberated countries during and occupied countries after World War II. Because US dollars would have messed up the economies of the war-torn nations, they issued those chits that were only good in the local PX. Also issued to soldiers in Korea to spend in Japan/Okinawa, I believe. No longer used.

Might be worth something to the right collector, but I don't think they're very rare. Contact a coin dealer and see what they're worth.
