They did at one time, and I'm fairly certain every technician threatened to castrate the engineers that designed them. All of the hydraulic meters, valves, etc are on the top of the pump and need more than an ~8ft ladder to work on safely. "Road" to Uzi Island.
It is a road during low tide, a causeway when the water is high. Runs through incredibly dense mangroves, and is somewhat elevated - which means they just cleared a path and dumped some rocks. Bone jarring, bumpy ass drive at any speed.
