Though I must admit, I'm unaware of this $30 plan that blaen has mentioned. I think I pay around $50, though it's been ages since I looked at it.

Web-only plan. See: Monthly 4G Prepaid Plans | Compare Prepaid Data Plans | T-Mobile
Sadly, even T-mobile does discriminate with their prepaid plans. You have to buy one of their "prepaid phones" in order to use said plans. I tried doing this about a year ago.
Weird, I've heard opposite stories on that topic (Buy cheap t-mobile phone, get sim card, activate, profit$$$$)
I checked it out. Actually, unlimited web and 100 minutes/month talk would work for me. It's probably 10x as much talk as I need. But, as Joe pointed out, you still need to buy a new phone from them.
The real problem for me is that there's no coverage where I live! I'm stuck with Sprint or Verizon for now. I'm waiting for the day when I can get rid of these CDMA phones.

Actually, I might be able to get a plan from Virgin mobile with voice and data (at my house) for $35/month. This would be using the same Sprint network that I'm now paying $90 for. I might need to buy a phone from them, but WTF.
Straight Talk, $45 unlimited plan (AT&T towers). Unlimited everything, you just have to buy the SIM card online (they can only sell you one with a phone in-store at a WalMart).
Oh and Joe you DEFINITELY don't need to buy one of T-Mobile's phones for the $30 plan.
However the T-Mobile plan does NOT include any roaming, so if you need to leave a major metro area it will cost you. Which is why I went for the extra $15 for the straight-talk plan. Also my Nexus 4 cost $350 unlocked. Ok snide rant over.
Actually you would have to break a crypto hash to get it to fill up at another gas station, so that would be a violation of the DMCA because you broke a copy-protection mechanism.
