are you not using the ve idle table?
PW = REQ_FUEL * VE * MAP * E + accel + Injector_open_time
looking at your VE table posted above:
PW = 5 * 112/100 * 180/100 * 1 + 1.3 = 11.38 ms.
PW = 5 * 96/100 * 100/100 * 1 + 1.3 = 6.1 ms.
PW = 5 * 101/100 * 30/100 * 1 + 1.3 = 2.815 ms.

looking at your VE table posted above:
PW = 5 * 112/100 * 180/100 * 1 + 1.3 = 11.38 ms.

if he's using incorporate it makes more sense because the AFR target is added to the algorithm.
so yeah: (Stoich/AFRtarget) is added in.
looking at your VE table posted above:
PW = 5 * 1.12 * 1.8 * 1 * 1.28 + 1.3 = 14.202 ms.
PW = 5 * .96 * 1 * 1 * 1.28 + 1.3 = 7.44 ms.
PW = 5 * 1.01 * .30 * 1 * 1 + 1.3 = 2.815 ms.
you can see it added a lot more fuel, but idle stayed the same since I "targeted" stoich.
so yeah: (Stoich/AFRtarget) is added in.
