Perhaps because it appears to be about an inch higher than the valve cover? I don't think there's much space about the cam caps and the VC, It's probably about even with the tops of your unscrewed bolts.
How close is the bolt/compressor housing? Looks awful close.
Where's the turbo outlet going?
Is it going to clear subframe and steering?
Just being devil's advocate.

-The bolt seems to have more than enough clearance. Of course, the AC components will not be removable with the turbo hardware in place.
-I figured the outlet would be fine right there, though it seems to me like there is some wiggle room up and down from where it is in that picture.
-I feel like it has to clear the subframe/motor mount/steering just fine. My thoughts there are that it has to sit slightly higher than most low mount setups to clear the AC compressor so its got to have even more room underneath than what he currently has.
These questions are better brought up now than later.

This is probably why the pros have a full vehicle test bed. You should try to find a shell, I've seen a couple go for the price/effort of hauling them away. If you plan on doing many more manifolds, that is. Wink wink.

That turbo is definitely sitting higher than with my current setup, clearence shouldn't be a problem.
