I ask this seriously: Are you in any way surprised? I mean, this is the US Congress we're talking about.

Personally, I'd be suspicious (and actually a bit terrified) if Congress were to pass a bill which actually did the thing which its title implied, and nothing more. Congress can't pass a resolution in support of the Girl Scouts without funding covert operations in Syria at the same time.
