Donald impose a 20% tax on avocados. Now John can pay Jose $6 for an avocado, or he can pay George, in California, $5.15 for an avocado. He chooses to buy his avocado from George. George makes $5.15 more than he would have without the tax, John pays 15 cents more than before the tax, and Jose loses $5 that he would have received without the tax.

In this case, Mexico paid for the wall, in the form of a reduction in their effective wholesale price for avocados. We are effectively taxing Mexican avocado producers something more than 50% of the nominal value of their product, while presumably maintaining the retail cost to the US consumer unchanged, or possibly even lowering it, depending upon the size of my take.
