But the real answer is Germany's got nothing to fear from Russia as long as it maintains a decent strength military and a sizable nuclear deterrent. But I would prefer an economically weak Russia versus an economically strong Russia.

The reality of the situation is as follows: The US, Canada, the EU, Great Britain, etc., all have a strong military alliance.
Russia has zero allies.
China has precisely one, and it's a tinpot little country ruled by a guy who makes President Trump look sane and rational by comparison and causes China so much grief that they'd rather it not be there.
It turns out that, if you carry a big enough stick, you don't need to walk all that softly.

Would a decrease in funding of NATO be okay if that is true, or am I assuming too much that Germany's strong military and nuclear deterrent is enough to keep Russia at bay from other EU countries?
