You are dead-on.
Here is the actual reply which I received, and I will note that the VP and I have a sufficiently good relationship that I knew immediately that this was a joke:
Note that "cherry picker" is our internal slang for a specific two racks of hardware which my predecessor tried to massively over-engineer to the point where it couldn't possibly work, and which I've since been reverse-engineering (in my spare time) with the goal of simplifying until it can work.
And I think I'm close to getting it down to where it will in fact work if a human, having made a practical observation and conscious decision, pushes a single button. This, as compared to the previous ideology that the system should be 100% Skynet-level autonomous, which is impossible in the real world given present-day AI.

In my Ice Dicing days (Ice Dice is like autocross - one car at a time - but held on an ice racing circuit plowed onto a frozen lake), I had a ride in an unlimited stud street car. It was an old Mitsubishi Colt hatchback with a lawn mower-sized engine and four-on-the-floor (plus overdrive in each gear). Despite the paucity of horsepower, it was pretty much the fastest street car on the track with those tires. Huge fun, even though it had so much grip that it felt like it was going to tip over in most corners.
