They were planning to add two more units before the accident, and using the lake as the ultimate heat sink would put too much thermal load on it; or at least that what they thought since they were building cooling towers.

Really? I honestly can't recall where I picked up the phrase, but I'd thought it was fairly common slang. Is your boss Navy or civilian?

Also, I previously referred to "the Chernobyl meltdown" and realized that this is technically inaccurate. While a partial meltdown did occur, this was actually a secondary failure which occurred after the explosion had destroyed the reactor.

The principle failure mode at Chernobyl 4 was an uncontrolled power excursion which caused superheating of the core, flash vaporization of the coolant, and a steam explosion. This is what lifted the upper biological shield and caused the distribution of the core into the surrounding environment. After that had taken place, the fuel which hadn't been ejected melted down, and the graphite moderator (both inside the remains of the core and all over the ground outside) caught on fire and added to the problem by dispersing radioactive ash.

In essence, imagine you have a pressure cooker on the stove. It's sitting there at low heat, and then all of a sudden, you focus the whole power of the sun directly onto it. The water inside will try to all boil at once, raising the pressure vaster than the relief valve can operate, and within just a few milliseconds, the whole lid will blow right off the top, causing most of the radioactive potatoes inside to be splattered all over the kitchen.
