Early February 2010 when I was in San Diego was the same situation. I was going to brunch at the Tractor Room and it started raining. And then there was water above the curbs. I had to park and exit on the passenger side to not get my ankles wet. Crossing the street was exceptionally hard because the water extended about 10 feet from the curb into the street. it sucked.

It does rain here on occasion, we're just not well equipped to deal with the really heavy stuff. The topology naturally forms lots of little valleys, and drainage is extremely poor, so the water just accumulates. An inch of rain here has about the same effect as a foot of snow would have in Miami. |
