So is the heat shield supposed to be attached to the intercooler bracket?

 

 

It is supposed to be attached, and it is attached. The bracket has that ear with the extra threaded hole in it for whatever reason. It doesn't attach to anything that I am aware of on a 2004 WRX, but it wouldn't surprise me if they used the same bracket on a bunch of different cars. Maybe it attaches to something on a Forester, or maybe on right hand drive cars there is a heatshield for the master cylinder attached to it or something silly like that.

they used it on all of them and it supports the 02-05 narrow cooler, 06-07 wide cooler, as well as both fxt coolers, as well as all 04-07 sti coolers.

One of your throttle cables is routed incorrectly. There's a tab on the oem intake just prior to MAF that it should clip into.
