this means by default CA and NY will be the biggest "losers," without even looking. and DC and PR will be the biggest "winners".

Pay close attention to the data- because of the way the numbers settle out, neither the blue states nor the red states were predominantly "provider" states, principally due to the fact that of the 50 states, 32 of them take more than they give, while only 17 give more than they take. (Rhode Island is completely neutral at $1 per $1.) This works because the states with the largest populations and GDPs (California, New York, Texas, etc) are all "provider" states.

VA is a Commonwealth.

 

DC isn't even a state. It produces almost nothing to speak of either. It's just a refuge for transient political staffers. Most of the permanent residents have jobs that cater (quite literally) to short timers.

Also there is a home depot.

Alsmot forgot: DC local government is essentially federal government. Much of the district is federal land. Hence why it receives a lot of federal dollars. Mayor of DC can't take a dump without congressional say-so.
