I use a t2i every day in my lab. It will do everything you need it to do well.
Hell I have an old rebel xti that still does a perfectly good job minus video.

 

DSLR bodies and lenses are two entirely different beasts. Bodies are fundamentally computers, they obey Moore's law, so any body you buy will be "obsolete" in a few years and will depreciate accordingly. Lenses, OTOH, are fundamentally precision ground optics. The rate at which new designs improve on old ones is much slower than it is with bodies, so they hold their value accordingly. At least, high-quality lenses do (Canon "L" and some of the better consumer-level lenses). Cheap lenses are ****.

$400 isn't going to get you much. The Canon 50/1.8 is often held up as a lens that can do remarkable things for the price. I have one, it's ****, I never use it.

You're probably going to need to buy a used Rebel body, but you might find a 40D or a 50D that's dropped to that price level. If so, go with the 40D or 50D. I shot with a 50D for years before upgrading to a 7Dmk2 last year, it's a great body.

For lens, I'd suggest looking for a Sigma 30mm f/1.4. It's a ton better than a 50mm f/1.8, and it's a more useful general purpose focal length on an APS-C body. I have one, it's my go-to lens for when I want to slim the camera down to something I can carry without looking like a paparazzi. I also like it a lot for low-light photography, because of the 1.4.
