Allure is a fashion magazine. And while it's cropped out from the photo, that article is from Allure. Fashion magazines have been commenting upon the attire and stylistic choices of first ladies since, well... I don't know when they officially started. I've found articles discussing the fashion choices of Dolley Madison, Julia Dent Grant, Mary Todd Lincoln, and even one reference to Martha Washington.
Here's one from 1890 featuring the attire of Caroline Scott Harrison:
There's a whole exhibit at the Field Museum solely dedicated to hats worn by Jacqueline Kennedy.
