I believe that to be true.

The same goes for property taxes, estate taxes, capital gains taxes, and pretty much any other tax which is not directly tied to the voluntary consumption or use of a common resource, or of a service which is directly funded by that tax.

The US has the second-lowest tax-to-GDP ratio of pretty much any country which I'd consider "first world" (we're just barely higher than S. Korea), but also one of the highest debt-to-GDP rations. Amount European countries, for instance, only Italy, Greece and Portugal out-debt us.

I question the veracity of what is implied by the above.

Being on the government payroll in a high-ranking capacity affords numerous opportunities for financial gain.
