Each state that runs its own police force (all of them) should be required to have some sort of Internal Affairs. But it should be detached from the police department and mixed into the state's justice system. When someone wants to make a complaint against the police, you should be going to a courthouse, not a precinct. That way complaints and other actions become a matter of public record, can be run by the citizens, and the police can actually be held accountable--this will also limit the power of the Police Union and help prevent things from being swept under the rug, and probably reduce the number of cops that get away with shooting dogs for no reason. Only a few states/cities have something like this.

One of our government's only actual jobs is protecting us from criminals and protecting our rights. So basically police and courts (and an army). This is the justification for actually having a government in the first place. But if you're going to allow the police to have legal use of force over its citizens without any real sort of checks and balances, then you're violating what you set out to do in the first place.

An unarmed, emotionally disturbed man shot at by the police as he was lurching around traffic near Times Square in September has been charged with assault, on the theory that he was responsible for bullet wounds suffered by two bystanders, according to an indictment unsealed in State Supreme Court in Manhattan on Wednesday.

A Bellevue policeman and his off-duty co-worker are being investigated after the on-duty officer failed to arrest his off-duty cohort during an apparent DUI stop.

The prosecutor’s office in the city of Issaquah charged officer Andrew Hanke with DUI on Thursday afternoon.

According to the Bellevue Police Department, police officials are performing an internal investigation regarding the actions of the officer who failed to arrest Hanke.

Georgia Court Invalidates Search Over A Misplaced License Decal


The Georgia Court of Appeals divided 3 to 2 last month on the question of whether police were wrong to search a motorist merely because he appeared nervous and had his license plate decal on the wrong corner of the plate. On July 24, 2009, a patrolman stopped James Heard hoping to issue a ticket for a tag violation when he did not see a 2009 registration sticker. The officer had also been on the lookout for the type of Chevy S-10 truck Heard was driving.

Stopped on the side of the road, Heard explained his registration was up to date and handed over proof, along with his license and insurance card. In the course of the stop, two other officers arrived and surrounded the pickup truck. The patrolman noted that Heard appeared nervous, then checked and confirmed that there was a license decal on the left side of the license plate instead of the right side. At this point, the officer testified in court that his investigation of the traffic violation had ended, but the officer decided to ask consent to search the pickup truck. Heard said no. Heard then understood the officer to order him out of the vehicle, and he was frisked for weapons. He was asked about a search once again, and after he consented the officers found six pieces of crack cocaine.

A Walton County sheriff’s deputy has been charged with dealing in stolen property.

Lester Rodgers, a deputy since 2007, is charged with stealing and pawning the knife of a friend, according to the Sheriff’s Office.

Rodgers was arrested Wednesday morning and has been fired, a Sheriff’s Office news release said.

“This is difficult but the right thing to do,” Sheriff Mike Adkinson said in the release. “The public has to have faith in our profession, and we will hold ourselves accountable.”

At first, the official story of what happened in the early morning hours of August 31, 2012, was that 25-year-old Michael Vincent Allen had led police on a high-speed chase through Garland and Mesquite before being herded into a cul de sac. Milwaukee Police Detective Rodolfo Gomez Jr. fired for pummeling cuffed suspect while repeatedly telling him to stop resisting.


MILWAUKEE (WITI) — FOX6 News has learned Milwaukee Police Chief Ed Flynn has fired Detective Rodolfo Gomez Jr. — who was served with his termination papers on Wednesday, December 4th.

His firing comes after Gomez Jr. was charged with one count of misconduct in public office after he allegedly used excessive force on a suspect during an interrogation.
Gomez, a 12-year veteran of MPD, is accused of striking a suspect during an August interrogation at the Milwaukee Police Administration Building.

According to the criminal complaint, Gomez was assigned to assist with an investigation into the homicide of an infant. During the investigation process, Gomez initiated an interrogation of a suspect.

During the interrogation, the suspect allegedly began yelling at Gomez. Then, Gomez pushed the suspect into the corner of the interrogation room and punched him in the face and upper body multiple times with a closed fist, according to the complaint.

The complaint indicates Gomez is also accused of striking the suspect with his knee.

According to the complaint, Gomez repeatedly told the suspect to stay down and stop resisting. The complaint indicates the suspect, whose left hand was handcuffed, never struck Gomez.

D.C. police officer under investigation for sex trafficking after runaway teen, drugs found at home


D.C. police are investigating whether one of their own officers was running a prostitution ring after investigators found a runaway girl and other young women at his home in Southeast Washington.

According to documents filed in federal court, a 16-year-old girl who had gone missing told police that the officer bought sexy clothes for her and set up a “date” for her with an older white male for $80. The girl, who had been missing for a week, told police that six other women had also worked out of the home in the 3066 Stanton Road SE.

Cops suspended for cursing at kids on school bus | wtsp.com


Two Dalton police officers were suspended for cursing at a bus full of children, and the entire incident was captured on video.

It began when a stressed out bus driver pulled over and warned students she would call police if the students on board didn't quiet down. Two Dalton police officers responded.

"You want to act like a bunch of hellions and she can't f****** focus on what she's doing," Officer John Gurrieri can be heard saying to the students.

Officer Steven Collins talked to one student off the bus, using one swear word. Officer John Gurrieri talked to the rest of the kids, cursing multiple times.

"You want to act like crazy a**holes, do it at home," Gurrieri is heard saying on the school bus video.

Sheriff’s deputy placed on leave following run-in with editor | The Today File | Seattle Times


A King County sheriff’s deputy who threatened a newspaper editor with arrest during a sidewalk confrontation in July has been placed on administrative leave pending the final results of an internal investigation into his behavior.

King County Sheriff John Urquhart confirmed today that Deputy Patrick Saulet was placed on paid administrative leave before Thanksgiving for allegedly threatening to arrest Dominic Holden, news editor for The Stranger weekly newspaper.

Holden wrote that he was riding his bike past Fourth Avenue South and South Jackson Street about 7:25 p.m. on July 30 when he saw six law enforcement officers surrounding a man who was seated on a planter box at a transit station.

Holden said he took a photo from a public sidewalk of Saulet, who told Holden to leave the area or risk arrest. Holden then spoke to a Seattle police officer, who reportedly threatened to come to Holden’s office and bother him while he was working.

Taking photos of police activity on public property is legal.

“As long as they are not directly interfering with an investigation, they have a right to stand there and videotape or take photos,” said sheriff’s spokeswoman Sgt. Cindi West following the incident.


In addition to writing about the incident, Holden filed complaints with both the King County Sheriff’s Office and Seattle Police Department.

So I go sit in jail for a few hours and let them run me through the system before I can bail myself out for a nice $500 or so. End up at court a few weeks later and go through all of that bullshit, just to have the city prosecutor tell me he was sorry for my experience and that it shouldn't have happened, and all charges were dropped and I was refunded most of my fees. Ugh, at least someone in the system saw how ridiculous of a waste for everyone that experience was and wasn't a complete dick about it, like I was some kind of lifetime criminal (perfectly clear record prior).

Lawsuit alleges illegal strip-search by HPD officers - WAFF-TV: News, Weather and Sports for Huntsville, AL


A Madison County woman claims she was illegally strip-searched by Huntsville police officers.

Sampson claims officers used excessive force to strip-search her in open view of the public, among other things. The alleged incident happened July 24, 2013.

Sampson said she was driving on Woodson Road near Holmes Street when an officer pulled her over for not using her turn signal.

She said two more officers showed up and began questioning the passenger in her car. In the suit, Sampson claims she asked the officers if she could use her cell phone to record the questioning, but the officers said no. Her attorney, Martin Weinberg, said that the officers violated her First Amendment freedom.

Sampson claims the officers made her get out of the car and put her hands on the hood of the car, which was extremely hot.

That's when she said a female officer exposed her back side to the other officers and to the public. Sampson also claims the officer rubbed her entire body, including her breasts and genital area.

In the lawsuit, she also describes the officers doing an extensive search of her car. Sampson claims they ripped and damaged the interior.

Weinberg said the officers had no probable cause for the strip search, or the vehicle search. The lawsuit also claims Sampson was falsely arrested and held without cause.

Cops fired 10 bullets at an emotionally disturbed man because a confused officer screamed out he was being stabbed — when he’d accidentally been Tasered by a colleague, an explosive new lawsuit charges.

Police are claiming the officers who responded to Mohamed Bah’s Harlem apartment in 2012 opened fire — fatally hitting him with eight bullets — because he was lunging at them with a knife.

“First they shoot the man and treat him like a criminal – and then they drag him down the hallway like an animal,” said McLaughlin.

“Perhaps he’d still be alive if they just picked him up.

“This kind of behavior shocks the conscience and should not be tolerated on a civilized police force.’’

Drunk sheriff’s officer pulls over and punches driver in road rage incident | The Raw Story


A sergeant with the Middlesex, MA Sheriff’s office is facing charges after he pulled over, frisked and attacked another driver while off duty and under the influence of alcohol.

According to the Lowell Sun, William G. McLean, 54, was charged in Lowell District Court with operating a vehicle under the influence of alcohol, assault and battery and violation of traffic lights.

McLean has been suspended without pay and is awaiting the outcome of a departmental investigation after an incident that took place on Friday, Nov. 29.

Watchdog Report - ATF uses rogue tactics in storefront stings across nation


Aaron Key wasn't sure he wanted a tattoo on his neck. Especially one of a giant squid smoking a joint.

But the guys running Squid's Smoke Shop in Portland, Ore., convinced him: It would be a perfect way to promote their store.

They would even pay him and a friend $150 apiece if they agreed to turn their bodies into walking billboards.

Key, who is mentally disabled, was swayed.

He and his friend, Marquis Glover, liked Squid's. It was their hangout. The 19-year-olds spent many afternoons there playing Xbox and chatting with the owner, "Squid," and the store clerks.

So they took the money and got the ink etched on their necks, tentacles creeping down to their collarbones.

It would be months before the young men learned the whole thing was a setup. The guys running Squid's were actually undercover ATF agents conducting a sting to get guns away from criminals and drugs off the street.

The tattoos had been sponsored by the U.S. government; advertisements for a fake storefront.

The teens found out as they were arrested and booked into jail.

Earlier this year when the Milwaukee Journal Sentinel exposed a botched ATF sting in Milwaukee — that included agents hiring a brain-damaged man to promote an undercover storefront and then arresting him forhis work — ATF officials told Congress the failed Milwaukee operation was an isolated case of inadequate supervision.

Judge puts suits alleging illegal strip searches on fast track


Some of the many federal civil rights lawsuits that contend Milwaukee police conducted illegal strip and body cavity searches of drug suspects appear on a fast track, scheduled for trial as early as June, with deadlines much sooner for settlement reports and key motions.

The flood of lawsuits — 12 so far involving 20 plaintiffs, with more suits expected — began in June after former officer Michael Vagnini was sentenced to 26 months in prison. He pleaded no contest to four felonies and four misdemeanors related to the illegal searches.

If successful, the claims could leave the City of Milwaukee on the hook for millions of dollars in damages...

Evelyn Lugo, 57, the mother of 10 children, says in a lawsuit that cops entered her home without a warrant, beat her loved ones with batons and heartlessly killed her beloved bird, Tito. Since the violent incident, Lugo says she has been 'sick and depressed.'

Lugo’s son Edwin Avellanet was taking a bag of garbage outside when cops stopped and questioned him about an orange construction cone placed in front of their Corson Ave. home to save a parking spot, according to lawyer Jason Leventhal.

The cops demanded to see identification and Avellanet, 26, refused, stating that he had done nothing wrong. A cop grabbed Avellanet by the arm, but he was able to break free and retreat into the house, according to the suit.

Additional cops arrived and swarmed throughout the house looking for Avellanet.
“They threw me like a piece of garbage on the floor,” Lugo said.

Another son, George Lugo, and family friend Luis Ortega were struck in the head repeatedly with a baton and suffered severe facial injuries, according to the complaint filed Nov. 29 in Brooklyn Federal Court.

Lugo’s daughter, Alba Cuevas, has asthma and was having difficulty breathing due to the pepper spray cops used. She ducked into a bedroom to catch her breath and was arrested. Criminal charges against Ortega, Lugo and Cuevas were later dismissed and sealed, according to the suit. Avellanet, the subject of the cops’ initial stop-and-question, was not charged.

“Ever since then I have been sick and depressed,” Lugo said. “I was hurt on the inside, in my heart.”
The suit, alleging unlawful search and seizure, excessive force and malicious prosecution, seeks unspecified damages.
A spokeswoman for the city Law Department said a copy of the suit had not yet been received. An NYPD spokesman did not respond to a request for comment.

The IRS is often instrumental in bringing down organized crime with tax evasion charges. It only follows they would need to have a specially trained assault unit to conduct raids in which the criminals may be heavily armed. I am sure this tactical unit is used when unnecessary very often but there existence is not surprising. I love how accountants with guns are scary considering "accountants" tend to be logical and calculated and are probably less likely to be power hungry or emotionally unstable than your traditional cop type. They are also properly trained and not just handed guns and thrown into the field.

You might be surprised how many of the FBI swat team members and even bomb techs have accounting degrees. Law enforcement agencies hire more accountants than almost any other industry besides professional services firms.

I actually am surprised that the tactical unit of the IRS is frequently used. I assumed, apparently incorrectly, that the IRS was the audit function, and when they detected fraud, they would engage the FBI, ATF or local law enforcement to conduct raids. I never viewed the IRS as an assault force, but I suppose that role is not a lot different than the ATF's... and they have tanks!

The investigation into corruption and civil rights abuses led to the arrests Monday of 16 of the 18 defendants. At least two no longer work for the department.

Senior Corporal Lawrence David Bromley, Dallas Police Department, Texas


Senior Corporal Lawrence Bromley was accidentally shot and killed by other officers during an undercover drug operation.

He was purchasing narcotics from a suspect when the man pulled out a pistol. Responding officers mistook Corporal Bromley for a suspect and shot him with a police shotgun.

Corporal Bromley had been with the agency for ten years. He is survived by his wife.

A fleeing "armed" robbery suspect and an accomplice killed by police Tuesday were not armed, even though police fired more than 100 rounds into their vehicle when they failed to surrender, Miami Herald news partner CBS4 reported.

Two officers wounded in the arm in the barrage of bullets that ensued were likely hit by “friendly fire” - rounds fired by fellow police officers, the station said.

Citing a police source, the station said the blue Volvo driven by Adrian Montesano, 27, and passenger Corsini Valdes, 52, was riddled with bullets from a dozen officers, but no guns were found in the vehicle of the suspects. Earlier in the night, Montesano had shot a Miami-Dade police officer in the stomach and stolen his cruiser as he fled from a hold up at a little Havana Walgreens, the station said.

Dallas Police are investigating after a witness to an officer-involved shooting said an officer shot a suspect who appeared to be holding both hands up.

If true, it would be the second case of Dallas Police shooting an unarmed person in the last few months.

Dallas Police were pursuing a hijacked vehicle after 3 p.m. on Monday Dec. 9 when the driver slowed down, opened the driver's side door and began to run away, despite officers shouting not to.

The incident began at a gas station on Bruton Road, when suspects reportedly threatened a man in a Malibu. That man took off running and told police those suspects fired at him several times. Police say no weapon was found at the scene where the vehicle ended up.

Officer Amy Wilburn, according to police, approached the car as it continued to move slowly forward. Wilburn came up to the car to stop it from moving when she saw Kelvion Walker, 19, in the front passenger seat.

Dallas police said Wilburn "perceived Walker to be an imminent threat, drew her weapon and discharged it once striking him."

A tragic case of mistaken identity has left the dog who belongs to the owner of a former Veterans building in Vallejo, Calif., dead, reported Wednesday's Mercury News.

The dog, a senior golden retriever, belonged to 83-year-old Ed Boydston, who just bought the building which is located on Alabama Street.

Boydston, a Korean War veteran, was at the newly purchased building in the early evening last Friday; while there, someone phoned the police to report suspicious activity.

Responding police entered the building and called out to announce their presence; Boydston did not hear them, but his dog, "Tiger," did, and when he approached, he was shot one time.

Boydston told Mercury News what he said to the officer:

I said, 'Don't shoot my dog, and I heard very clearly, 'I just did,'

I kind of feel like the dog tripped a shot for me. It could have been me that was shot. I was 10-12 feet away."

The officer's shot to Tiger proved to be fatal; Tiger, described as "sweet," had been Boydston's companion for the last eight years.

Following the death of his companion, Boydston said:

I guess they were justified in doing it,

I don't know about the law, but I guess they had justified rights. Someone reported a burglary."

Christopher Onesti admits his story is ridiculous.

The former New Jersey Transit police officer retired on disability five years ago at the age of 29 after accidentally firing a staple into the ring finger of his non-shooting hand during a mishap at a gun range in 2006. Part of the reason, Onesti said, was that doctors declared he would have trouble properly operating a firearm with his weak hand. Now he collects $45,936.24 a year tax-free from an accidental-disability pension for life.

But Onesti, now 34, hasn’t given up shooting. He said he visits ranges a few times a year — and understands why New Jersey taxpayers footing the bill for his pension would be annoyed by that.

"It absolutely looks absurd," Onesti, who now lives outside Philadelphia, said yesterday. "But it’s because the system is absurd."
