LiveLeak.com - Useless cop watches people rescue lady trapped upside down in car in water

A 62 yr-old lady has been involved in an accident, and the car has flipped upside down in a ditch and partially submerged in water. She is trapped in the vehicle, under water (according to comment heard), stuck in her seatbelt, and clearly in need of desperate help.

A few minutes in, and the people manage to get her free, but the victim is barely breathing. This is very much a life and death situation.

As the video ends, it looks like one of the people is about to try and resuscitate the victim.

Reports have since emerged that the 62-yr old woman has survived the incident thanks to the people who rescued her, but she remains in a critical condition in hospital.

Just why the hell is the cop just standing and walking around, give the
phone to someone else and get in there and save this womans life. This looks to be a life & death situation for the victim, and yet the police officer does not lend any physical assistance or guidance.

At times, the police officer is nowhere near the car.

Update > Local press in the area have also reported the police officer stood by, watching, talking on a cell phone while members of the public rescued the woman. The Sudbury Police Dept has since praised recognition on the people involved for saving the womans life, saying “Individuals on the scene responded quickly and were able to remove the woman from the vehicle,” police said.

Police ALSO said (in defense?) "The police blocked intersections to expedite their travel time to Health Sciences North. She is in critical, but stable condition."

Oh, you blocked traffic ?

Woman Beaten, Stripped Naked, and Locked in Confinement for Unpaid Ticket Awarded $75K | The Free Thought Project

Keyarika Diggles was arrested May 5 for an allegedly unpaid ticket. Her attorney said she was brutalized by former Jasper Police Officers while dispatcher Davenport watched without intervening.

“Ms. Diggles was dragged like an animal into a darkened “detox” cell, even though she was not intoxicated, and left battered and bruised on the floor for hours without medical attention. To add further insult to injury, she was then stripped naked and illegally searched,” says a statement issued by the Bernsen Law Firm.

The incident was captured on surveillance video which was used as evidence in the case.

According to 12News file stories, the incident resulted in the termination officers Grissom and Cunningham. Dispatcher Lindsey Davenport was terminated from her position because following her arrest on a non-related family violence case.

Ms. Diggles was awarded a $75,000.00 settlement today according to her attorney. The defendants in the case include Jasper Mayor Mike Lout, Captain Gerald Hall, former dispatcher Lindsey Davenport, former officer Ricky Grissom, former officer Ryan Cunningham and the City of Jasper.

Jury convicts Okla. cop in death of teen

An Oklahoma jury Tuesday convicted a veteran police captain of first-degree manslaughter in the death of an unarmed teenager who was running away after scuffling with the officer.

Del City Police Capt. Randy Trent Harrison shot Dane Scott Jr. in the back on March 14, 2012, following a high-speed chase that began when Harrison tried to pull over Scott's car.

Harrison had previously arrested Scott on drug violations, and prosecutors said his pursuit of the teenager crossed the line from professional to personal. The defense portrayed Scott as a drug dealer and said Harrison believed the teen was reaching for a second weapon after the officer took one gun from him during a scuffle that followed the police chase.

The jury announced the verdict and recommended the minimum four-year prison sentence after deliberating for about 11 hours over two days.

I'm so disgusted that these pigs can get away with these crimes, even murder with little more than either being suspended, fired, or MAYBE a few years for manslaughter. Their job shouldn't be protected, and should be just like any other job. Their crimes shouldn't hold less penalty. And someone please fucking take away their guns. They are supposed to be the most responsible, but they have time and time again proven that they are some of the least responsible gun users out there. Shoot now, ask questions later. You swing at me with a fist or try to run away, I'll just have to put you in the ground with a whole magazine worth of bullets.

False Arrest Caught ont Tape.

Teen Arrested & Accused Of Trying To Grab Officer's Gun But Cell Phone Footages Show's Somebody's Lying!

The video clearly shows an altercation between Greenburgh Police and a young man after he and his friends were stopped while sitting in a car here at a townhouse complex.

Police claim the scuffle was started when the man being subdued "attempted to interfere" with the arrest of a female passenger who had an outstanding warrant.

Police also claim that another passenger in the car, Gary Patterson, tried to "grab an officer's firearm".

"The video as you can tell I was behind the camera, I was nowhere near in the picture or nowhere near any of the officers," Patterson said.

Police say Patterson fled the scene after trying to take the officer's gun.

But a passenger in the car had videotaped the entire incident.

She did not want to be identified.

She says the video clearly shows her friend did not flee.

"I saw him walk away and the cops did nothing they let him walk away, they allowed him to walk away, they told him he could go," the passenger said.

"If I had attempted to take the officer's gun he would have arrested me right there on the spot. I wouldn't have been able to walk home," Patterson said.

It's only after he went to the Greenburgh Police Station an hour later to help get his friend released that he was arrested and charged with attempted robbery for trying to grab a cop's gun.

"Why would I walk or come back to the precinct after I attempted to take an officer's weapon? That wouldn't be too bright of me," Patterson said.

Patterson and his friend received an open container summons for two beers found by police who searched the car after police say: "an odor of marijuana was detected".

But, not a trace of marijuana was found.

Police say two of their officers received minor injuries during the altercation.

"Thank God someone recorded what actually happened," said Michael Joseph, Patterson's attorney.

An attorney for Patterson says the video shows his client never entered the fray and he says any Grand Jury looking at it would draw the same conclusion.

"My client leaves, there was no contact whatsoever between my client and these officers and in fact, he was some distance away from the officers, not even in the picture," Joseph said.

Greenburgh Police says they are reviewing the video and are investigating the matter.

A spokesman for the department added that the video does not capture the entire incident and that it will make a determination about the case based on the evidence.

Brady Lake Police Department assault citizen over asking questions about a ticket. mention attorney and get worse beat down.

I was stopped for front license plate. I'd
never had an altercation with a police
officer so I never even considered
recording what I thought would be a
uneventful stop.

I don't know why but the officer was extremely
irate from the initial encounter. He tried to get
me to verbally admit I buckled up after his lights
came on. I rightfully denied this and he was
furious.

When I told him my front license plate fell off
due to a broken bracket, he lost it and with
vulgarity ripped me a new one.

He went back to his car for about 30
minutes while I became very impatient.

A local sheriff stopped by likely because I
called expressing concern for my safety. I
also wisely thought to begin recording
with my phone .

When the original officer came back to
my car, his tone was totally different.

I was charged with Failure to Comply,
Resisting Arrest and the no front license
plate. All but license plate was dropped.

The officers lied through their teeth on
their police reports and cleverly had
BOTH dash cams wiped. They didn't
know mine was still going.

Points to note that saved my arse.

On the officers police reports, they put they had
to slam me to the ground to put cuffs on me to
justify the assault. Not only did they lie on the police report but they completely made up an elaborate hoax of a story!

As you can see I was clearly cuffed immediately without resistance after coming out of the vehicle.

Before the Brady Lake officer Marlon Webster decided to
cheap shot spear tackle me into my car, the other officer
acknowledged that I had a concern about rights.

I was even at one point offered all charges
dropped if I signed a paper that I wouldn't sue.
I refused.

Also its important to note that over a front
license plate. I had to sit for like 12-15 hours in
a holding cell with a bunch of guys trying to
teach me how to get drugs into jail sticking it in
your butt. I missed work, and had over 700
dollars in bail tied up for the full year that the
courts snowballed this case.
I was even at one point offered all charges
dropped if I signed a paper that I wouldn't sue.
I refused.

I went from from trusting police to now I will record EVERY
encounter from start to finish. I literally
am deathly afraid of the power police
hold and fear the fact that they can
destroy your life just with a single lie.

I think I had a pretty legitimate question
about the ticket considering Brady Lake is
a small village and I was pulled over on
State Route 261 in Kent by Klaben very clear of
any obvious Village of Brady Lake jurisdiction.
Even if it was the stupidest question on earth, I'm pretty sure I never waived my right to free speech.

I just found the police report!! Quote.

"Dep. Hoffman #155 and myself opened Ryan's door and removed him from the vehicle. Ryan became very combative and ignored my commands to stop resisting and place your hands behind your back as well as Dep. Hoffman's commands to stop resisting also. Dep. Hoffman and myself struggled and fought with Ryan on the ground for an extended period of time to place him in a stiff arm bar lock to place him in handcuffs. "

I've never imagined how easily it was for cops to just make stories up to fit the situation. Without this video I would have GUARANTEED been convicted. Its obvious why cops don't want you to record them. They have to be honest!!

Texas cops handcuff and take 13-year-old white girl from black guardians | The Raw Story

Landry Thompson’s mother had signed notarized papers giving dance instructor Emmanuel Hurd full guardianship over her during a trip from Oklahoma to Houston for training, according to KHOU.

...

“We were on the GPS trying to figure out where the hotel was,” Hurd recalled. “They just pulled us out of the car and put our hands behind our backs like we were criminals.”

“The officer asked me ‘who’s the girl?’ and I said ‘she’s my student,’” Hurd continued. “I told him I had a notarized letter from her parents stating that we have full guardianship over her while we’re here.”

All three told the police the same story, but the officers apparently weren’t buying it.

...

Thompson’s mother, Destiny, was shocked when she found out that her daughter had been placed in the care of Child Protective Services.

“She was with the people I wanted her to be with,” the mother remarked. “She was with people I trusted. And now she was taken away from those people and in a shelter with people I didn’t know.”

At first officials reportedly demanded that the mother fly to Houston to get her daughter, but 11 hours later, the girl was released back into the custody of Hurd.

Destiny Thompson insisted that the police owed her and her daughter an apology. However, the department refused to comment for KHOU’s report.

Officer suspended after allegedly sending sexually inappropriate message to 12-year-old, misusing database

Parents irate at Woodstock cop's punishment - Chicago Tribune

A 12-year-old girl got a series of text messages this summer from her mother's boyfriend, Woodstock police Sgt. Charles "Chip" Amati, according to copies of the messages obtained by the Tribune.

One message, punctuated with a text emoticon shaped like a heart, read, "Send me some sexy pictures!"

The girl's mother said she alerted authorities, and Illinois State Police investigators discovered something else — that Amati had used a taxpayer-funded law enforcement database to research his girlfriend's criminal record, a police report shows. Officers who use the database for personal reasons can be charged with official misconduct, a felony, state police said.

But McHenry County State's Attorney Louis Bianchi has not charged Amati. After a departmental inquiry, Amati, a 24-year veteran and one of the city's highest-paid employees, was suspended without pay for 30 days, though he can take them one at a time at the department's discretion within a year, police Chief Robert Lowen said.

Initial evidence indicates that Trooper Travis Beebe, who destroyed his State Patrol car in a multivehicle crash Friday afternoon east of Port Angeles, caused the wreck, a patrol spokesman said Monday.

Ohio Court: Polite Drivers Are Not Suspicious

Ohio Court: Polite Drivers Are Not Suspicious

The second highest in Ohio decided on Wednesday that police have no business searching a motorist during a routine traffic stop for being too polite. The Court of Appeals suppressed the evidence that allowed police to seize a .40 caliber Sig Sauer and a small bag of marijuana from Joshua A. Fontaine at 2:27 am on December 12, 2012.

On that day, Ohio State Highway patrolman Jared Haslar was running a speed trap on Pearl Road in Strongsville, where the speed limit is 35 MPH. Patrolman Haslar claims his radar gun clocked Fontaine at 45 MPH, so he pulled him over. In the course of the stop, Fontaine cheerfully handed over his license, proof of insurance, and registration. This caused the officer to suspect criminal activity.

"While speaking to Mr. Fontaine I felt that his body language and his behavior was a little bit unusual," Patrolman Haslar testified. "He was extremely -- like almost overly polite, and he was breathing heavily at times while I was talking to him."

Patrolman Derek Feierabend was called in to bring a drug dog to sniff Fontaine's car while Patrolman Haslar wrote out a warning for speeding. Fontaine was ordered out of his car and searched for weapons.

"It's an officer's safety issue for the canine handler as he's walking the dog around because his attention is focused on running the dog around the vehicle, conducting a sniff, and it's difficult to be watching a person inside the vehicle and do the job with the canine as well," Patrolman Haslar testified.

The dog identified the small bag of marijuana in Fontaine's glove compartment. The three-judge appellate panel considered only the question of whether the initial search of Fontaine's car violated the Fourth Amendment protection against unreasonable searches. The court found that as soon as Patrolman Haslar finished writing the warning, he could not justify the search for drugs without some evidence that criminal activity was afoot.

"And here, we find that no such evidence exists," Judge Mary J. Boyle concluded. "We agree with the trial court that 'overly polite' and 'heavy breathing' are not sufficient indicators that give rise to a reasonable suspicion of criminal activity. These factors considered collectively simply do not support such a finding. Since Patrolman Haslar did not have a reasonable suspicion of criminal activity to warrant the canine sniff, the prolonged detention to do so violated Fontaine's constitutional Fourth Amendment rights."

Fullerton Police Lawyers: Kelly Thomas Killed Himself

In his part of the courtroom theater, Cicinelli defense lawyer Michael Schwartz admitted cops used force on Thomas but, despite him falling silent during the attack and lying in a huge pool of his own blood, he was medically fine when EMT's put him into an ambulance.
Schwartz also argued that gruesome hospital photographs of Thomas have given the false impression that police were brutal when, he insists, most of the external damage was simply superficial bruising.

But, like the defense line in the Haidl Gang Rape that the victim asked to be raped to start a porn career, Schwartz is asking jurors to declare that Thomas killed himself and police, his close companions during his final minutes alive, neither contributed to the death nor committed any criminal acts.

His line--delivered without cracking a smile--was that an "overexerting," 37-year-old Thomas beat himself to death by struggling with concerned, compassionate officers.

Yeah, I worked at a private facility and one of the things that brings in a LOT of money is holding PC (protective custody) inmates. The facility I worked at did this and had to ship off a bunch of regular inmates. That left our total population lower, but the PC brought in more money, so it wasn't that big of a deal. If some of those private facilities can't accept PC and they are not full of regular, then they won't be turning as big a profit. That is why they sued, in my opinion.

In an attempt to communicate with Mitchell, SWAT members sent a robot into the home, but Mitchell shot it, disabling the cameras, Rodriguez said.

SWAT members then shot chemical agents into the home. When Mitchell fired at deputies outside the home, he was shot and killed by Sgt. Derek Tyra, a 14-year veteran of the department, Rodriguez said. Mitchell died sometime before 5:30 p.m.

I would love to read a much more analytical article about private prisons that isn't so riddled with obvious bias and a specific political agenda. I imagine there is probably some shady shit going on, as with any govt contract, but I bet a fair amount of these minimum occupancy clauses merely state that the facility must be paid a certain amount guaranteed in order to cover its fixed costs regardless of its occupancy. This would be the case for a facility that was state that run as well so it is probably not as crazy as it sounds.

Except the minimum occupancy clause in a public run prison translates into "overhead." When a publicly run prison doesn't have enough inmates to cover overhead, they either consolidate, take in nearby overflow, or shut down. Sweden closes four prisons as number of inmates plummets | World news | The Guardian

When a privately owned prison doesn't have enough inmates to cover overhead, they charge an inflated rate because of the minimum occupancy clause, which prompts local governments to crack down to fill the prison, rather than try to get out of the X year contract with the corrections company with a massive contract termination penalty.

Edit: Just did a quick read through of a CCA contract. Free to terminate within 90 days notice with no penalty. Probably not the same for every district, but curious.

Everyone is held accountable. A group of cops called Internal Affairs comes in and reviews the situation, and (in order to preserve the thin blue line) finds every situation justified. They then reinstate the officer with pay and everything is hunkey dorey. Then the 'guilty' party (or their family) sues in civil court, who upholds that the taxpayer must pay millions of dollars for a justified bit of police activity. :jerkit:

Now, if a group of, let's say 12, non-police citizens got together to review these "justified incidents" then not all of them would be found to be justified, and that would undermine police power on the public record. And we can't have anyone undermining their authoritah.

Ryan_G 12-03-2013 06:53 PM

Pulled from reddit. I just happened to come across this and it is relevant. Not sure how many people are actually fired but I learned a lot more about the process.

"The myth I see the most of reddit is that when officers get in trouble, they just get "paid vacation."
When an accusation of misconduct comes up, especially criminal misconduct, the officer is placed on Administrative Leave with pay. This is NOT the punishment. This is to get them off the streets while the investigation is being conducted, while at the same time, not punishing them (financially at least) until the accusations are investigated and proven. When an accusation of Police Misconduct is investigated, there are TWO separate investigations. One is an Administrative Investigation, the other is a Criminal Investigation. They have to be separate because of Garrity

Garrity is like the evil twin of Miranda for government employees, mostly police. After the Garrity admonitions are read to us, we MUST answer all questions, and MUST answer them truthfully. If we refuse to answer, or lie, we can be fired just for lying or refusing to answer. That completely violates our 5th Amendment Right against self incrimination. Because of that, nothing said after Garrity can be used against us in criminal court. It can only be used in administrative actions against our employment.

Therefore, two separate investigations are conducted. An Administrative Investigation where they read us Garrity, and a Criminal Investigation where they read us Miranda. Nothing found in the administrative investigation can be used against us in the criminal, but things found in the criminal CAN be used against us in the administrative. So the criminal is usually done first, then the administrative afterwards. Because the administrative is usually done after the criminal, that's why it often takes time for the firing to happen, because the firing won't happen until after the Administrative. While that seem strange to the lamen, if the Administrative was done first, and officer could say "Yeah I stole the money" under Garrity and it couldn't be used against him in court. But if the criminal is done first, and he says "Yeah I stole the money" after miranda, it can be used to prosecute him AND to fire him.

Once the two investigations are complete, THEN the punishment is handed down if the charges are sustained. Media articles don't always follow up on the case, so all people read in papers is "officer got in trouble, is on paid leave." Administrative Leave is just the beginning, not the end of the story. Even then, the Administrative Leave isn't fun. The take your badge and gun and you are basically on house arrest between the hours of 8am and 5pm on weekdays. You cannot leave your home without permission of your superiors, even it its just to go down the street to the bank or grocery store. You must be available to come into the office immediately at any time for questioning, polygraphs, or anything else involved in the investigation. Drink a beer? That's consuming alcohol on duty, you're fired. So even when officers are cleared of the charges and put back on the street, Admin. Leave still isn't "paid vacation.""

TheScaryOne 12-03-2013 07:28 PM

2 Attachment(s)
Of course they can't go anywhere without permission. They're on leave with pay, not paid vacation. Just like they'd have to radio in to ask if they can go pick their kid up from school if they were on duty, they'd have to call in for permission on leave. Just like they'd get fired for drinking on active duty, they can't drink on hours they're being paid for on leave.

So, if they lie to get past the criminal investigation, and they're found not guilty, they can tell the truth to the administrative and just lose their job? Or they can lie, and keep their job? It's not like the department is going to prosecute them for perjury. That could cause problems on any case they've ever testified against. And they got a week+ of pay without work out of the deal? And they never seem to publish the names of these officers anyway, so none of us will ever know if they got promoted to police chief or fired and working at McDonald's?

D.C. Cop Arrested For Making Child Porn

A D.C. cop has been arrested and charged with making child pornography.

Charging documents obtained by WUSA9 allege that Metropolitan Police Department Officer Marc Washington took naked photographs of a 15-year-old girl at the beginning of December.

The girl had been reported missing by her mother a few days earlier, according to the charging documents. Washington was the officer to take the mother's report at her apartment, and also received the mother's phone call asking for the girl to be taken off the missing persons list on Dec. 1.

Later that day, say police, Washington returned to the apartment. He asked to speak with the girl privately, purportedly to talk to her about where she'd been. Inside her bedroom, the documents allege, Washington asked the girl to remove her shirt and bra in order to photograph any injuries she may have suffered -- even though the girl told Washington that she didn't have any injuries. She complied with his requests, and he photographed her without her shirt on.

Washington then asked the girl to take off her boxer shorts and underwear in order take pictures of tattoos on her hips, for "identification purposes," according to the documents, and he photographed her vagina.

After Washington left the apartment, the girl told her mother what happened, and the mother called 911. When Washington learned of the call, he deleted the photos of the girl, but these -- along with "numerous images of unidentified individuals," at least two of whom appear to be minors, according to police -- were recovered on the camera by police.

Cops Threaten to Kill Man’s Dogs for not Letting them Illegally Search his Home | The Free Thought Project

Then he said one police officer started threatening him saying, “If we have to get a warrant, we’re going to come back when you’re not expecting it, we’re going to park in front of your house, where all your neighbors can see, we’re gonna bust in your door with a battering ram, we’re gonna shoot and kill your dogs, who are my family, and then we’re going to ransack your house looking for these people.”

A spokesman for the Kansas City, Mo. Police Department says he can’t discuss ongoing OCC reports and they are investigated internally.

Serious question. Who else is going to investigate cops?

Cops investigate crimes no matter who commits them. There is not really any other group that can perform this function of which I am aware.

I understand there is an independence issue here but that is why internal affairs is a separate section of the police force that reports to an entirely different leadership structure. Is this perfect? No. I am not sure how else you could handle an investigation in a different manner.

Double post.

Internal investigation usually means inside their department, so they can keep it hush and out of the public spotlight. Brush that shit under a rug and continue as if nothing happened.

Different cities should investigate. i.e. Chicago PD should do it for Detroit PD, and vise versa.

They are all still law enforcement. They would still feel obligated to cover up for one of their brothers in arms against the unruly mobs of pitiful civilians that they are forced to deal with daily. I guess it would be better than nothing. I wouldn't mind them investigating themselves if they allowed for full transparency.

Then answer my question. Who should be investigating cops?

:dunno: As I said, I'd be fine with them doing it themselves if they were transparent about everything and enforced the same law that applies to everyone else who isn't a law enforcement agent.

TheScaryOne 12-04-2013 09:46 PM

How about the FBI? It'd give them something constructive to do these days, since NSA has pretty much wrapped up the domestic spying thing.

Chilicharger665 12-04-2013 11:00 PM

Who doesn't like cops? Lawyers. If there is a big claim like this, then an independent lawyer/private investigator should be contracted to do the work.

From my time in the prison, it is hilarious to think that a fellow guard would rat me out on behalf of a prisoner if I did something wrong. It is a very strong "us vs. them" mentality that will not change. Someone outside the system should do the work.

NA6C-Guy 12-04-2013 11:04 PM

Only problem with that is that the FBI and other federal agencies are even sneakier and less trustworthy, in my opinion. And fuck lawyers.

Lawyers are not investigators. A private investigator could work but then it begs to question who would be responsible for launching the investigation, choosing the investigator, paying him, and what authority would he maintain during his investigation.

The system is wrapped up so that anything other than what is currently on the table seems impossible. I can't think of any suitable way to make anything else work. Who watches the watchmen? Anyone put into a position to do so would probably become even more corrupt.

A lawyer looks for ways to either put someone in jail for breaking the law or getting their client off through a loophole or lack of evidence or whatever.

In Braineacks videos, such as the one where the police straight up charged the guy in the elevator and beat the shit out of him, there really was nothing to "investigate." The video evidence showed everything. The lawyer/private investigator/whateveryouwant would use that to show the police did something wrong, instead of "internal affairs" trying to cover it up or "losing evidence" which happens a lot.
