So how do you make a round-trip to a store or restaurant along the same route without breaking the ordinance?

That's ridiculous. There's a street in my hometown that people used to cruise every Fri. night and they put no cruise ordinance in effect because of the horrible traffic jams it caused, but I think "cruising" is left to the descression of the cop. And, every year the city allows one cruise night.
