I realize this is humor, but Akron to Cleveland is a short hop, and the USPS actually used to take itself seriously. My maternal grandfather was a USPS carrier in Peebles, OH (near Cincinnati), and was the kind of guy who took pride in his work.

I have no idea what the structural ramifications of arbitrarily cutting sections of rebar out of what I imagine to be post-tensioned concrete slabs to be, though the building hasn't fallen down yet.
