I mean it's been a few weeks since I've wrapped a harness, so I might be missing something, but how can you tell from that photo? And why in the hell did you quote all 11 photos??

I think he is saying the loops need to be tight with the buckle resting on the harness bar.

Yes, sorry, the belts should be snugged up on the harness bar and not free to slide around.
