The hole in the lower left part of the pic is where the factory airbox draws air from. Its common for CAIs to put the filter down in there.

And, in some jurisdictions, departmental policy requires that the engine be left running when the officer is away from the vehicle while on duty. I assume that this is a holdover from the days of vapor lock, but am also impressed by the fact that a Crown Vic / Caprice is actually capable of being left in idle for 45 minutes with the aircon running without overheating so badly that the heads warp into the shape of the St. Louis arch. Mazda could learn something here...

I have a feeling was "Designed" to prevent hydro-lock if the filter at the end get submerged in water.
