That guy was an idiot for "asking" to get his charge cable ripped off. Al least the more savvy power thieves put the EVSE unit in the trunk, with just the car plug end and an extension cord running outside the car. That way no one can steal anything that would be usable. I see that method used a lot in airport parking lots.
